108 candidates (35.76%) with self declared pending criminal charges contesting in first phase of Jharkhand assembly election 2009 on November 25, 2009

Out of these 108 candidates, 48 candidates (15.89%) have declared, murder and attempt to murder charges against them

All major parties give ticket to candidate with serious IPC charges like kidnapping, murder, attempt to murder, dacoity etc. JMM‐19, INC‐11, BJP‐9, RJD‐7, AITC‐9

224% Average increase in the assets of the 16 MLAs find to be recontesting in first phase

27 candidates have declared their assets more than one Crore

Ranchi, November 20, 2009: Association for Democratic Reforms (ADR) and National Election Watch (NEW), a nationwide campaign comprising of more than 1200 NGOs and other citizen led organizations, has been working on electoral reforms, improving democracy and governance in India.

It has analysed 302 affidavits of candidates contesting for 26 seats of first phase in Jharkhand and has prepared this report. This report is based on the analysis of these affidavits.

The following pages give the candidate wise, district wise and party wise analysis of criminal, financial and other background of the contesting candidates.
