For any political party taking over the reins of a new government, living up to the expectations of voters and delivering on the poll promises are the main challenges it faces immediately. However, in Delhi, there remains a deep chasm between the electorate’s expectations and the government’s deliverance, a new survey has found.

The survey, by the Association for Democratic Reforms in collaboration with Daksh, has revealed that there is a perception difference between priorities of the voters and performance of the government. The issues of deliverance on basic amenities like drinking water and electricity remain top priority.

The poll watchdog has now written to newly-elected Delhi chief minister Arvind Kejriwal, urging him to take cognisance of the findings and “prepare a blueprint at the earliest so that the most pressing governance issues as reported by Delhi voters may be resolved soon.”

The survey was conducted between December 2013 and February 2014, prior to the Lok Sabha elections. It asked voters to rate 30 most important issues in their particular region in terms of their capacity, governance and specific roles in improving the living conditions of the voters. These aspects were then analysed in relation to the government performance on the issues as perceived by the respondents.

Drinking water followed by better hospitals, electricity supply, law and order, roads, public transport, schools, better employment opportunities, security of women, and subsidised food distribution were rated as the top 10 issues that the residents of Delhi were most concerned about.

The report concluded that results of the perception assessment shows striking difference between priorities of the voters and performance of the government on those issues. “Voter priorities have changed and expectations have gone up. There is a need to re-set some of the priorities to reflect what the voters really need and to improve governance,” the report read.

On all the major 10 issues, as per the survey, performance of the Delhi government has come out below per. “We request that the government takes a serious note of the findings of the survey and prepare a blueprint at the earliest so that the most pressing governance issues as reported by Delhi voters may be catered to and resolved soon,” the ADR added.
