Report by Priyabrata Nayak, Bhubaneswar: 29 crorepatis among the 98 candidates contesting the in the phase two polls in Odisha, due on April 17. This was revealed by the Odisha Election Watch and Association for Democratic Reforms (ADR).

BJD candidate Pinaki Misra is the richest amongst all. Mr.Mishra who is BJD candiadte in the Puri Lok Sabha constituency has assets worth more than Rs 137 crore. Sunjoy Hans of Aama Odisha Party from Bhubaneswar constituency owns assets worth Rs 65 crore. Rabindra Kumar Jena of BJD from Balasore constituency comes third with assets worth Rs 57 crore.

Criminal Background

Criteria for serious criminal cases

Offence for which maximum punishment is of 5 years or more.
If an offence is non-bailable
If it is an electoral offence (IPC 171E or bribery)
Offence related to loss to exchequer
Offences that are assault, murder, kidnap, rape related
Offences that are mentioned in Representation of the People Act (Section 8)
Offences under Prevention of Corruption Act
Crimes against women.

Candidates with Criminal Cases: Out of the 98 candidates analysed, 20 (20%) candidates have declared criminal cases against themselves.

Candidates with Serious Criminal Cases: Out of 98 candidates, 12 candidates have declared serious criminal cases relating to attempt to murder, intent to outraging a woman’s modesty, criminal intimidation, promoting communal disharmony etc.
Party wise Candidates with Criminal Cases: 6 (55%) out of 11 candidates fielded by BJP, 2 (18%) out of 11 candidates from INC, 1 (9%) out of 11 candidates from BJD, 2 (18%) of 11 candidates from BSP and 1 (10%) out of 10 candidates of AAP have declared criminal cases against themselves in their affidavits.
Party wise Candidates with Serious Criminal Cases: 2 (18%) of 11 candidates fielded by BJP, 1 each (9%) fielded by INC and BSP and 1 (10%) out of 10 candidates of AAP have declared serious criminal cases against themselves in their affidavits.

Red Alert Constituencies:* 2 out of 11 constituencies in Odisha (Phase – 2) have at least 3 candidates with declared criminal cases.

Financial Background

Crorepati Candidates: Out of the 98 candidates analysed, 29 (30%) are crorepatis.
Party-wise Crorepati Candidates: Among major parties, 9 (82%) out of 11 candidates of INC, 8 (73%) out of 11 candidates of BJD, 4 (36%) out of 11 candidates of BJP, 3 (30%) out of 10 candidates of AAP and 1 (50%) out of 2 candidates of AITC have declared assets worth more than Rs. 1 crore.
Average Assets: The average assets per candidate contesting in Odisha – Phase 2 in Lok Sabha 2014 elections is Rs. 3.96 crores.
Party-wise Average Assets: Among major parties, the average asset of 11 BJD candidates is Rs 23 crores, 11 INC candidates have an average assets of Rs 2.53 crores, 11 BJP candidates have Rs 1.06 crores, 11 BSP candidates have Rs 26.66 lakhs and 10 AAP candidates have average asset of Rs. 62.58 lakhs.
