Analysis of Criminal Background, Financial, Education, Gender and other details of Ministers in the Bihar Assembly 2025

Association for Democratic Reforms and Bihar Election Watch have analysed the self-sworn affidavits of 24 out of 27 Ministers including Chief Minister from Bihar State Assembly 2025. The nominated ministers namely Ashok Chaudhary of JD(U) and Dr. Pramod Kumar of BJP were not required to submit affidavits, therefore their information on criminal, financial and other details are not available in the public domain. The details of Deepak Prakash of RLM was not analysed, as he is currently not a member of either house.

This analysis is based on the affidavits submitted by the candidates prior to the 2025 Assembly elections and Bihar legislative council elections.

Criminal Background

Ministers with Criminal Cases: 11 (46%) ministers have declared criminal cases against themselves.

Ministers with Serious Criminal Cases: 09 (38%) ministers have declared serious criminal cases against themselves..

Financial Background

Crorepati Ministers: Out of the 24 ministers analysed, 21 (88%) ministers are crorepatis.

Average Assets: The average assets of 24 ministers analysed is Rs 5.32 crores.

Minister with Highest Assets: The minister with the highest declared total assets is Rama Nishad from Aurai constituency with assets worth Rs. 31.86 Crores.

Minister with Lowest Assets: The minister with the lowest declared total assets is Sanjay Kumar from Bakhri (SC) constituency with assets worth Rs. 22.30 Lakhs.

Liabilities: A total of 15 (63%) ministers have declared liabilities out of which the minister with the highest liabilities is Vijay Kumar Sinha of Lakhisarai constituency with Rs. 82.33 lakhs of liabilities.

Other Background details (Education, Gender, Age)

Ministers’ Education: 8 (33%) ministers have declared their educational qualification to be between 10th and 12th standard while 15 (63%) ministers have declared having an educational qualification of graduate or above. 1 minister is Diploma Holder.

Ministers’ Age: A total of 5 (21%) ministers have declared their age to be between 30-50 years while 19 (79%) ministers have declared their age to be between 51- 80 years.

Women Ministers: Out of 27 Ministers, 3 (11%) Ministers are women.
