Analysis of Criminal Background, Financial, Education, Gender and other details of Ministers in the West Bengal Assembly 2026 Post Cabinet Expansion on 01st June 2026

Consequent to the expansion of the cabinet, Association for Democratic Reforms (ADR) and West Bengal Election Watch have analysed the self-sworn affidavits of 40 out of 41 Ministers including Chief Minister from West Bengal State Assembly 2026. 1 Minister namely Arjun Singh from Noapara constituency was not analysed due to an unclear affidavit uploaded on the ECI website at the time of making of this report.

The information is based on the affidavits submitted by the ministers prior to West Bengal 2026 Assembly Elections.

Criminal Background

  • Ministers with Criminal Cases: Out of the 40 ministers analysed, 29 (73%) ministers have declared criminal cases against themselves.
  • Ministers with Serious Criminal Cases: 25(63%) Ministers have declared serious criminal cases against themselves.
  • Ministers with declared cases related to murder: 1 Minister has declared case related to attempt to murder (IPC Section 302).
  • Ministers with declared cases related to attempt to murder: 10 Ministers have declared cases related to attempt to murder (IPC Section 307).
  • Ministers with declared cases related to Crime Against Women: 12 Ministers have declared cases related to crimes against women.
  • Ministers with cases related to Hate Speech: 10 Ministers have declared cases related to Hate Speech.

Financial Background

  • Crorepati Ministers: Out of the 40 ministers analysed, 23 (58%) ministers are crorepatis.
  • Average Assets: The average assets of 40 ministers analysed is Rs 3.16 crores.
  • Total assets of Ministers: The total assets of 40 Ministers are Rs. 126.78 Crores.
  • Minister with Highest Assets: The minister with the highest declared total assets is Dipankar Jana from Kakdwip constituency with assets worth Rs. 22.47 Crores.
  • Minister with Lowest Assets: The minister with the lowest declared total assets is Koushik Chowdhury from Raiganj constituency with assets worth Rs. 31.84 Thousands.
  • Liabilities: 24 (60%) ministers have declared liabilities out of which the minister with the highest liabilities is Dipankar Jana of Kakdwip constituency with Rs. 10.27 Crores of liabilities.

Other Background details (Education, Gender, Age)

  • Ministers’ Education: 5 (13%) ministers have declared their educational qualification to be between 8th and 12th standard while 33 (83%) ministers have declared having an educational qualification of graduate or above. 1 minister is Diploma holder and 1 minister has declared himself to be just literate.
  • Ministers’ Age: A total of 18 (45%) ministers have declared their age to be between 31-50 years while 22 (55%) ministers have declared their age to be between 51- 70 years.
  • Women Ministers: Out of the all 41 Ministers, 7 (17%) Ministers are women.
