Analysis of Criminal, Financial, Educational and other background details of Candidates
Summary and Highlights
Association for Democratic Reforms (ADR) and Maharashtra Election Watch have analysed the self- sworn affidavits of 31 out of33 candidates who are contesting in Municipal Corporation Bye Electionbeing held in Nasik, Pune, Solapur, Ulhasnagar, Ahmednagar, Jalgaon and Greater Mumbai on 6th April, 2018 inMaharshtra. Two BJP candidates viz., Gehi Mayadevi Vijaykumarcontesting from ward no. 26 in Jalgaon Municipal Corporation andMahesh Dattatray Sole contesting from ward no. 32 inAhmednagar Municipal Corporation, are not analysed due to unavailability of their affidavit at the time of making this report.
  • Candidates with Criminal Cases:  9 (29%) out of31 analyzed candidates have declared criminal cases against themselves.
  • Candidates with Serious Criminal Cases: 6 (19%) out of 31 analyzed candidates have declared seriouscriminal cases against themselves like  attempt to murder, extortion, criminal intimidation, dacoity, cheating, etc. 
  • Party wise Candidates with declared Criminal Cases:  1 (20%) out of 5 candidates from Shivsena2 (50%)out of 4 candidates from Indian National Congressand 1 (33%) out of 3 candidates from Nationalist Congress Party have declared criminal cases against themselves in their affidavits.
  • Party wise Candidates with declared Serious Criminal Cases: 1 (20%) out of 5 candidates from Shivsena1 (25%)out of 4 candidates from Indian National Congress and1 (33%) out of 3 candidates from Nationalist Congress Party have declared serious criminal cases against themselves in their affidavits.
  • Crorepati Candidates:  Out of the 31 analyzed candidates, (26%) are crorepatis. 
  • Party wise Crorepati Candidates:  2 (67%) out of 3 candidates analysed from Nationalist Congress Party, 2 (50%) out of 4 candidates analysed from Indian National Congress, 2 (50%) out of 4 candidates analysed from Bhartiya Janata Party (BJP) and 1 (20%) out of 5 candidates analysed from Shivsena are Crorepatis. 
  • Average Assets: 

       The average asset per candidate for this election is Rs. 1.64 Crore +.

  •  The candidate with highest declared total assets is Monika Sameer Tupe who is contesting on Shivsena ticket from ward number 22 of Pune Municipal Corporation,declaring assets worth Rs. 15 Crores+.

  • Low Assets:ยท  There are total 5 (16%) out of 31 analyzed candidates who have declared assets below Rs. 2 Lakhs
  •  The candidate with highest declared total liabilities is Monika Sameer Tupe of Shivsena who is contesting from Pune Municipal Corporation in ward no 22 having liabilities of Rs. 4 Crores.   

  • Candidates with PAN details-  All 31 (100%) analyzed candidates have declared their PAN details.

Other Background Details

  • Age Details of Candidates:  2 (6%) candidates have declared their ages to be between 21 to 24 years.  7 (23%) candidates have declared their ages to be between 25-30 years, 10 (32%) candidates have declared their ages to be between 31 to 40 years, 4 (13%) candidates have declared their ages to be between 41 to 50 years, 7 (23%) candidates have declared their ages to be between 51 to 60 years and1 (3%) candidate has declared his age to be between 71 to 80 years. 
  • Education Details of Candidates:  

     4 (13%) candidates have declared their educational qualification as 5thPass, 4 (13%) candidates have declared their educational qualification as 8th Pass, 8 (26%)candidates have declared their educational qualification as 10th Pass, 6 (19%) candidates have declared their educational qualification as 12thPass, 6 (19%) candidates have declared their educational qualification as Graduate and 3 (10%)candidates have declared their educational qualification as Post Graduate, in their affidavits.

  •  Out of total 31 analyzed candidates, 13 (42%) are men whereas 18 (58%) are women.
