Nagaland Chief Minister Neiphiu Rio is the fourth richest among all 30 current Chief Ministers in State Assemblies and Union Territories across the nation, informed report by Association for Democratic Reforms (ADR) released on April 12. 

As per the report, Rio had total assets worth Rs 46,95,07,855 inclusive of moveable, non-movable and assets spouses. 
The Nagaland Chief Minister’s profession is given as Member NLA and Agriculturist.

The report is based on analysis of the self-sworn affidavits of all 30 current Chief Ministers in State Assemblies and Union Territories across the nation and extracted from affidavits filed by the Chief Ministers prior to contesting their last elections, noted the ADR, the association which works in the area of electoral and political reforms, among others. 

At the top of the list was Andhra Pradesh Chief Minister YS Jagan Mohan Reddy with total assets worth over Rs 510.38 crore, followed by Pema Khandu of Arunachal Pradesh at Rs 163.50 crore. 

The third Chief Minister with the highest assists was Odisha’s Naveen Patnaik at over Rs 63.87 crore. 

As per the report, along with Nagaland, three other Chief Ministers from the North-East featured in the top-10 list.  

There are Himanta Biswa Sarma (Assam) with Rs 17,27,65,162; Conrad K Sangma (Meghalaya) Rs 14,06,83,315 and Manik Saha (Tripura) Rs 13,90,29,020. On the other end, West Bengal Chief Minister Mamata Banerjee was the only non-crorepati and only female among the 30 Chief Ministers with assets worth Rs 15,38,029.

The second Chief Minister with lowest assets was Pinarayi Vijayan of Kerala at Rs 1,18,75,766 followed by Manohar Lal of Haryana at Rs 1,27,00,985.

Manipur’s N Biren Singh had the fourth lowest assets at Rs 1,47,48,361 while Sikkim’s Prem Singh Tamang and Mizoram’s Zoramthanga were in the number 21 and 22 respectively Rs 3,89,28,315 and Rs 3,84,31,186. As per the ADR, the average assets of all 30 Chief Ministers analysed was Rs 33.96 crore with 29 (97%) of them disengaged as crorepati. 

Nine Chief Ministers have declared liabilities of Rs 1 crore and above.  A total of 13 (43%) Chief Ministers have declared criminal cases against themselves and while 13 were with “Serious Criminal Cases.”
