Seven Electoral Trusts (Electoral Trusts) have announced the amount received for the financial year 2020-21, which have received a total amount of Rs 258.49 crore from industrial houses and individuals and out of these, 258.43 crore (of the amount received) to various political parties. 99.97 percent) have been distributed.

The major parties that received donations include BJP, JD(U), Congress, NCP, AIADMK, DMK, RJD, AAP, LJP, CPM, CPI and Loktantrik Janata Dal, it said.

Future Gaming & Hotel Services contributed the highest of all the donors to the electoral trust at Rs 100 crore, followed by Haldia Energy India Ltd with Rs 25 crore and Megha Engineering & Infrastructure Ltd with Rs 22 crore to various trusts.

Electoral trusts are non-profit organizations established to receive donations (contributions) systematically from industries and individuals for political parties in India. Its objective is to bring transparency in the use of funds for election related expenses.

During the financial year 2020-21, 159 persons contributed to the electoral trust.

Of these, two persons donated 3.5 crores to Prudent Electoral Trust while 153 persons donated Rs 3.20 crores to Small Donations Electoral Trust.

Three persons contributed Rs 5 lakh to Einzigerting Electoral Trust, while one person contributed Rs 1,100 to the Independent Electoral Trust.

The top 10 donors have donated Rs 223.00 crore to Electoral Trusts, which is 86.27 per cent of the total donations received by the trusts during the financial year 2020-21.

Prudent Electoral Trust donated Rs 209.00 crore to BJP as opposed to contribution of Rs 217.75 crore in FY 2019-20, while Jaibharat Electoral Trust donated Rs 2.00 crore of its total income to BJP in FY 2020-21.

Electoral Trust donated Rs 3.31 crore to Congress. Prudent Electoral Trust donated to seven political parties including major parties like BJP, JDU, Congress, NCP, RJD, AAP and LJP.

The BJP got Rs 212.05 crore or 82.05 per cent of the total donations received by all political parties from electoral trusts, while JDU got Rs 27 crore or 10.45 per cent of the total donations received by all the parties from all the seven electoral trusts.

The ADR analysis states that 10 other political parties, including Congress, NCP, AIADMK, DMK, RJD, AAP, LJP, CPM, CPI and Loktantrik Janata Dal, collectively received a total of Rs 19,3801 crore.

As of 2019, 21 Electoral Trusts were registered with the Central Board of Direct Taxes (CBDT) as per the guidelines of the Election Commission and the updated list of Electoral Trusts approved by the CBDT as on September 8, 2021 shows that two new Electoral Trusts are registered.

Of those 23, 16 have submitted their contribution reports and only seven trusts have declared to receive contributions from various corporate houses and individuals.

The registration of four electoral trusts namely Bajaj Electoral Trust, Gauri Welfare Association Electoral Trust, Pratinidhi Electoral Trust and Indian Socialist Republican Electoral Trust Association was not renewed.

As per rules framed by the Central Government, at least 95 per cent of the total contributions received during the financial year to electoral trusts, together with the surplus brought forward from the previous financial year, be distributed to eligible political parties before 31st March of the said financial year. it is necessary to do.

The rules are not retroactive and hence these six electoral trusts i.e. General Electoral Trust, Electoral Trust, Harmony Electoral Trust, Corporate Electoral Trust, Bharti Electoral Trust and Satya Electoral Trust are not required to comply with the transparency rules and declare their donor details.

The ADR said that 56 per cent of the 16 electoral trusts that submitted their annual reports for the financial year 2020-21 have declared that they received zero contributions that year.

The ADR said, “Between the financial years 2013-14 and 2020-21, eight Electoral Trusts have declared that they have not received any donations from the year of their registration or whose reports are not available in the public domain, while six Electoral Trusts has declared to receive contributions only once since its registration.

This raises questions on the continuity of registration of such electoral trusts which fail to fulfill their primary objective of distributing the contributions received by them to the political parties concerned. live.”

Out of 23 registered Electoral Trusts, seven out of seven contribution reports for the financial year 2020-21 are not available on the ECI website even after five months of the deadline.

These include Jankalyan ET, Janshakti ET, People ET, Upkriti ET, Bhartiya Bhumi ET, Harmony ET and Kalyan ET. Are included.

The analysis said that the contribution report of Kalyan Electoral Trust has not been available even once on the ECI website since its registration in September 2016.
