Photo: PTI New Delhi: Seven per cent of the candidates in the coming Haryana state assembly elections have criminal charges against them as opposed to 9% in the 2009 assembly polls and 17% of members in the outgoing assembly, according to an analysis by the Association of Democratic Reforms (ADR). And in a reminder of the role of money power in India’s elections, the analysis also shows that nearly 42% of all candidates for the 15 October polls have assets worth more than Rs.1 crore compared with 32% in the 2009 assembly elections. In addition, nine candidates have declared assets of more than Rs.100 crore in their affidavits. At least four out of every five candidates in Haryana’s three major parties—the Congress party, the Bharatiya Janata Party (BJP) and the Indian National Lok Dal (INLD)—have assets worth more than Rs.1 crore, said the report by ADR, a non-government organization working for electoral and political reform. The average asset per candidate contesting in the Haryana 2014 assembly elections is Rs.4.54 crore, more than double Rs.2.05 crore at the previous state elections. While, INLD tops the list with an average asset per candidate of Rs.11.41 crore, for BJP candidates it is Rs.9.80 crore and for Congress it is Rs.11.38 crore. According to the Election Commission, a total of 1,351 candidates are contesting the Haryana elections. ADR’s analysis is based on a study of self-sworn affidavits filed by 1,343 candidates. During the April-May Lok Sabha elections, Election Commission officials had seized about Rs.300 crore in cash.
