After health, questions pertaining to agriculture and farmers welfare (4,642), railways (4,642), finance (4,122) and education (3,359) were the top topics. On average, the lowest number of questions asked per MP were from Manipur (25) and Himachal Pradesh (26).

During the 17th Lok Sabha, MPs asked the most questions pertaining to health and family welfare (6,602), about 7% of the total 92,271 questions, while Maharashtra had the highest average number questions asked per MP (315) of all states, according to an Association for Democratic Reforms (ADR) report published on Tuesday.

After health, questions pertaining to agriculture and farmers welfare (4,642), railways (4,642), finance (4,122) and education (3,359) were the top topics. On average, the lowest number of questions asked per MP were from Manipur (25) and Himachal Pradesh (26).

Among parties, the Nationalist Congress Party’s (NCP) MPs had the highest number of questions asked (410), while the Apna Dal (Soneylal) and Samajwadi Party (SP) had the lowest averages, with 5 and 6 questions, respectively. The average BJP MP asked 149 questions, while the average Congress MP asked 195 questions. These figures reflect the number of questions admitted, not the questions submitted by MPs. For each sitting MP, 250 unstarred and 20 starred questions are selected from the submitted questions using ballots.

Sukanta Majumder, the Bengal BJP chief and Balurghat MP, asked the most questions (596), followed by the BJP’s Mandsour MP Sudheer Gupta (586), BJP’s Jamshedpur MP Bidyut Baran Mahato (580) and the Shiv Sena’s Maval MP Shrirang Appa Barne (579).

Of the 273 sittings of the House from June 2019 to February 2024, MPs from Chhattisgarh and Gujarat had the highest average attendance (216 days), followed by Assam (215) and Kerala (214). MPs from Arunachal Pradesh had the lowest attendance (127) and Goa had the second-lowest (129). MPs from the Telugu Desam Party (TDP) had the highest average attendance (229 days) among all parties, followed by the CPI(M) (226) and JD(U) (218).

On average, an MP asked 165 questions and attended 189 out of the 273 sittings of the 17th Lok Sabha. Of all full-term Lok Sabhas, the 17th Lok Sabha had the lowest number of average annual sittings (55), the ADR report said.


A total of 240 Bills were introduced in the 17th Lok Sabha, of which 222 were passed, 11 withdrawn and 6 left pending. Out of the Bills passed, 45 were passed on the same day they were introduced and 20 were passed in two days. Forty-seven Bills took over 30 days to be passed.
